Internal safety

We support companies in managing safety risks within their own organization, particularly those related to external safety. We provide specialist advice and guidance in areas including:

  • Preparation of an Explosive Safety Document (ESD), including hazardous area classification for dust and gas explosions (in accordance with ATEX 153)
  • Preparation of a Risk Inventory & Evaluation (RI&E)
  • Preparation of a Supplementary Risk Inventory & Evaluation (ARIE)

 

ATEX

When there is a risk within a company of an explosive atmosphere, for example due to gas or dust cloud explosions, ATEX 153 (Directive 1999/92/EC) applies. In such cases, the preparation of an Explosive Safety Document is mandatory.

Explosive Safety Document (ESD)

The preparation of an ESD involves the following steps:

  • Inventory of explosive substances (hazardous materials)
  • Risk assessment: under which conditions could these substances form an explosive atmosphere?
  • Hazardous area classification of rooms with potential explosion risks
  • Specification of technical and organizational measures based on the hazardous area classification

In this process, we make use of NPR 7910 (Part 1 for gas, Part 2 for dust).

Risk Inventory & Evaluation (RI&E)

A RI&E is mandatory for every company under the Dutch Working Conditions Act (Arbowet). Peutz carries out complete RI&Es, systematically identifying risks in the areas of safety, health, and welfare. The RI&E forms the foundation of a company’s occupational health and safety policy and must remain current.

If necessary, Peutz conducts additional investigations, such as measurements of noise, vibrations, and air quality in the workplace.

Contents of the RI&E

 

  • Inventory of existing risks for employees
  • Assessment of the nature and severity of these risks
  • Verification against legal standards
  • Attention to topics such as absenteeism, working hours, occupational diseases, and workplace accidents

If a company handles large quantities of hazardous substances, a Supplementary RI&E (ARIE) may be required.

Supplementary Risk Inventory & Evaluation (ARIE)

The ARIE is an extension of the regular RI&E, specifically aimed at companies with large quantities of hazardous substances. Its goal is to manage risks associated with major accidents.

Based on scenarios, risks are identified, including preventive and corrective measures. Procedures and work instructions are also developed to ensure continuous improvements where needed.

ARIE Regulation Obligations

  • Determining whether the ARIE requirement applies
  • Written notification to the Labour Inspectorate
  • Reporting relevant changes
  • Establishing a Major Accident Prevention Policy (PBZO)
  • Implementing a Safety Management System (VBS)
  • Preparing an emergency plan
  • Informing neighboring companies
  • Periodic evaluation and updating of the PBZO policy, the VBS, and the RI&E
